Guterres Warns of UN Funding Crisis as 2030 Development Deadline Nears
According to reports, Guterres made the remarks during the ECOSOC Operational Activities for Development Segment, noting that the UN system has evolved significantly since 2017, when it was criticized for being overly fragmented and lacking coordination.
“We began in 2017 with a clear objective,” Guterres told the ECOSOC Operational Activities for Development Segment. “The system was too fragmented when coherence was required. Too internally competitive when collaboration was essential.”
He pointed to recent assessments indicating that 94% of governments now view UN development assistance as effective, while UN agencies reported more than $900 million in efficiency savings in 2025 through improved coordination and streamlined operations.
Despite these gains, he cautioned that the system remains financially vulnerable. “The system is better equipped, but increasingly under-resourced,” he said.
According to reports, Guterres urged stronger alignment between UN operations and national development priorities, noting that some country teams still lack sufficient capacity to meet demands. He also referenced ongoing evaluations of possible structural mergers, including between UNDP and UNOPS, and between UNFPA and UN Women.
He further outlined the UN80 reform agenda, which aims to improve efficiency by consolidating services and enhancing shared knowledge platforms across agencies.
Guterres also called for more reliable core funding from member states, highlighting a $46 million shortfall in the Resident Coordinator system in 2025 and urging countries to meet a 30% core funding target.
