Special Counsel Targets Former NIS Head in Yoon Insurrection Probe
Cho, who previously led the National Intelligence Service (NIS), appeared before a special counsel team in the capital Seoul to face questioning.
Prosecutors allege that Cho attempted to reach out to the U.S. Central Intelligence Agency (CIA) in the immediate aftermath of Yoon's December 3, 2024 emergency decree — purportedly to relay a message defending the drastic measure.
Investigators suspect the NIS received documentation from the presidential office the day following Yoon's declaration, accompanied by a directive to brief allied nations on the rationale behind the decree.
Last month, a Seoul district court handed Cho an 18-month prison sentence after convicting him of perjury. The court found that Cho had provided false testimony before the Constitutional Court, falsely claiming he never received martial law-related materials from Yoon.
Yoon himself was handed a life sentence in February for spearheading an insurrection through the short-lived power grab, which collapsed within hours after the National Assembly voted to nullify the decree.
The disgraced former president now faces a total of eight separate trials linked to the martial law episode, alleged corruption involving his wife, and the 2023 death of a marine officer.
