Putin Envoy Calls China Russia’s Top Strategic Partner in AI Push
Kirill Dmitriev, head of the Russian Direct Investment Fund, made the remarks while speaking to journalists at Tsinghua University in Beijing during a visit on Tuesday.
He said that Moscow and Beijing maintain what he called a “comprehensive investment partnership,” pointing to Russia’s large natural resource base and energy production capacity as key advantages in joint technological development.
“Russia has a number of very strong competitive advantages,” he said, describing the country as “a leader in the world in terms of resource reserves” and arguing it could supply some of the cheapest energy available globally for artificial intelligence systems.
According to Dmitriev, Russia and China are already collaborating on projects in AI, logistics, and infrastructure. He suggested that Russia could support AI development at significantly lower costs than other global providers.
He also highlighted what he described as major progress in AI cooperation between the two countries, referencing developments in Chinese technology companies.
“We all follow the DeepSeek revolution,” he said, referring to the Chinese-developed AI model that gained global attention after launching its chatbot system, which reportedly matched the performance of leading US models while being offered at lower cost or for free.
Dmitriev praised the model’s efficiency and its open-source approach, saying it “was a smarter, more intelligent, more efficient way to think about AI” and that it helped “break the monopoly of some of the countries who tried to create technology monopoly.”
He added that China and countries in the Global South are increasingly driving global economic growth, while some states are resisting changes that could weaken their technological dominance.
