“I introduced a constitutional amendment to end birthright citizenship,” Paul said on US social media company X.
He argued that the 14th Amendment was never intended to apply in cases of illegal entry into the country.
“The 14th Amendment was never meant to reward illegal entry.”
Paul also emphasized a distinction between legal and illegal immigration, stating that lawful migration has historically contributed positively to the United States, while undocumented immigration, in his view, has been used to exploit citizenship rules.
“Legal immigration built this country. Illegal immigration is being used to game the system. Only children of legal residents should receive automatic citizenship,” Paul said.
The proposal comes amid ongoing political debate in Washington over immigration policy and birthright citizenship. Earlier, US President Donald Trump signed an executive order after taking office last year that aimed to end automatic citizenship for individuals born on US soil to undocumented mothers.
That directive immediately faced legal opposition from civil rights organizations and multiple US states, leading to court challenges.
The legal foundation of birthright citizenship is rooted in the 14th Amendment of the US Constitution, ratified in 1868 after the Civil War, which states that all persons born or naturalized in the United States and subject to its jurisdiction are citizens of the country.
